Test the speed of your internet connection an find out, what your broadband provider is actually granting you. Some ADSL providers charge for line speeds they cannot really provide.
See here, if you are getting the internet speed your internet provider is charging you for.
To get a most accurate internet speed measurement results you should close all programs and applications accessing the internet as well as any browser windows with more than one opened tab inside like Internet Explorer, Mozilla Firefox, Netscape or Google Chrome, etc.
Best would be to close all and reopen one new browser window and perform this speed test.
